Ending the long pause, Todesco made two successful approaches to 10 jailbreak and in install Cydia. If you aren’t aware, Yalu1011+ march portal works for iOS 10-10.1.1 while Yalu102 supports 10.2 running 64-bit devices but except iPhone 7/7 Plus. So with all that, we are clear Yalu jailbreak only support up to 10.2. Then the versions above 10.2 up to 10.3.1 are not supported with install Cydia iOS 10.3.1 as of this writing. And with no single proof yet of the possibilities, we cannot keep you waiting until a targetted day as well. Then the best thing is to wait for anything new.

We currently find no proof to Install Cydia iOS 10.3.1, in fact, above 10.2. And it is clear until 10.3 get jailbreak we will not get install Cydia 10.3.1.
